Chapter I General Provisions

Article 2 the assessment work mentioned in these regulations refers to the understanding, verification and evaluation of the political quality, ability to perform duties, work effectiveness and style performance of the party and government leading bodies and leading cadres in accordance with the authority of cadre management by the party committee (leading party group) and its organizational (personnel) departments, as an important basis for strengthening the building of the leading bodies and the contingent of leading cadres.

The assessment methods mainly include regular assessment, annual assessment, special assessment and tenure assessment.

Article 3 The assessment work is guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and implements the general requirements of party building in the new era and the new era. The party's organizational line insists on putting political standards in the first place, focusing on achieving the "two centenary" goals, highlighting the assessment and implementation of major decisions and deployment of the Party Central Committee, we should promote the overall layout of the "five in one" and coordinate the promotion of the "four comprehensive" strategic layout, implement the actual results of the new development concept, adhere to the combination of strict management and love, attach equal importance to encouragement and restraint, reward diligence and punish laziness, reward the good and punish the bad, mobilize the enthusiasm, initiative and creativity of the party and government leading bodies and leading cadres at all levels, and establish a clear orientation of stressing responsibility, emphasizing responsibility, reform and innovation, and entrepreneurship.

Article 4 The following principles shall be adhered to in the assessment work:

(I) party management of cadres;

(II) have both ability and political integrity and put morality first;

(III) the cause of justice, justice;

(V) objective and comprehensive, simple and effective;

(VI) examination with a combination of rewards and punishments.

Article 5 These Regulations shall apply to the assessment of the leadership and leading cadres of the Central Committee of the Communist Party of China, the Standing Committee of the National People's Congress, the State Council, the working departments of the National Committee of the Chinese People's Political Consultative Conference, or relevant working institutions; the leadership and leading cadres of the Central Commission for Discipline Inspection and the State Supervision Commission (excluding principal positions); The leadership and leading cadres of the Supreme People's Court and the Supreme People's Procuratorate (excluding principal positions); the leading bodies and leading cadres of local party committees, standing committees of people's congresses, governments, CPPCC, supervisory committees of discipline inspection commissions, courts and procuratorates at or above the county level; leading bodies and leading cadres of local party committees, standing committees of people's congresses, governments, CPPCC working departments or relevant working institutions at or above the county level.

The assessment of the leading bodies and leading cadres of party committees at or above the county level, institutions directly under the government, and mass organizations managed by the Civil Service Law shall be implemented with reference to these regulations.

Article 6 the leading bodies and leading cadres of the central and state organs shall play an exemplary role in ideology, politics and action, and take the lead in accepting high standards and strict assessment.

Chapter II Assessment Contents

Article 7 The assessment contents of the leadership team mainly include:

(I) political and ideological construction. The comprehensive assessment of the leadership team resolutely maintains the core position of General Secretary Xi Jinping's Party Central Committee and the core position of the entire party, resolutely maintains the authority and centralized leadership of the Party Central Committee, adheres to and strengthens the overall leadership of the party, implements the party's theory, line, principles and policies, and strengthens the "four" Consciousness ", achieve" four obedience ", and abide by political discipline and political rules; arm the mind with Xi Jinping's new era of socialism with Chinese characteristics, firm ideals and beliefs, strengthen the" four self-confidence ", never forget the original intention, and keep in mind the mission; adhere to democratic centralism, implement certain guidelines for political life within the party under the new situation, discover and solve their own problems, and create a clean political ecology; practice The party's organizational line in the new era, implement the standards for good cadres in the new era, and establish a correct selection and employment orientation.

(II) leadership. Comprehensively assess the ability of the leadership team to adapt to the requirements of the new era, implement the Party Central Committee's decision-making and deployment, and complete goals and tasks, focusing on understanding learning skills, political leadership skills, reform and innovation skills, scientific development skills, governance skills according to law, mass work skills, and implementation skills., Ability to control risks.

(III) work performance. Comprehensive assessment of the leadership team's view of performance and work effectiveness. The assessment of the work performance of other leadership groups mainly depends on the full performance of functions, serving the overall situation and the actual results of the central work. Pay attention to the assessment of the leadership of party committees (party groups) at all levels to implement the general requirements of party building in the new era and grasp the actual performance of party building work.

(IV) the building of a clean and honest party style. Comprehensively assess the leadership team's fulfillment of the political responsibility of managing the party and governing the party, strengthening the construction of party style and clean government, persevering in integrity and discipline, and advancing the fight against corruption.

(V) style construction. Comprehensive assessment of the leadership team's adherence to the people-centered approach, implementation of the party's mass line, close contact with the masses, solve problems for the masses, and serve the people wholeheartedly; implement the Party Central Committee's decision-making and deployment in accordance with actual conditions, and enhance the people's sense of gain, happiness, and security.; In-depth improvement of work style, implementation of the eight central regulations and the spirit of its implementation rules, and opposition to the "four winds" especially formalism and bureaucracy; seek truth from facts, observe the facts, make practical moves, do practical things, and seek practical results.

Article 8 The contents of the assessment of leading cadres mainly include:

(I). Comprehensive assessment of the political quality and moral conduct of leading cadres. Assessing the political qualities of leading cadres, focusing on understanding firm ideals and beliefs, loyalty to the party, respect for the party constitution, abide by political discipline and political rules, and maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in ideological and political actions. Assessing the moral conduct of leading cadres, focusing on understanding the values of loyalty and honesty, fairness and decency, seeking truth from facts, honesty and integrity, and abiding by social morality, professional ethics, family virtues and personal morality.

(II) can. Comprehensively assess the political ability, professionalism, and organizational leadership of leading cadres in the process of responding to emergencies and mass incidents.

(III) frequently. Comprehensively assess the mental state and work style of leading cadres, focus on understanding and carrying forward the revolutionary spirit and the spirit of struggle, adhere to the "three stricts and three realities", be diligent and dedicated, perform their duties, be serious and responsible, grasp the speed, forge ahead, dare to take responsibility, work hard, Be willing to contribute, etc.

(IV) performance. Comprehensively assess the situation and actual results of leading cadres who adhere to the correct concept of political performance, perform their duties, complete daily work, undertake urgent, difficult, dangerous and heavy tasks, deal with complex problems, and deal with major tests. To assess the work performance of the party committee (party group) secretary, we must first look at the effectiveness of party building work. To assess the work performance of other party members and leading cadres of the leadership team, we should increase the weight of party building work.

(V) Lian. Article 9 The determination of the specific assessment content must be based on the premise of implementing the spirit of the Party Central Committee, and timely adjustment and optimization according to the decision-making and deployment of the Party Central Committee.

Article 10 Implement the new development concept, highlight the orientation of high-quality development, build an index system for promoting high-quality development, improve the performance assessment for promoting high-quality development, reasonably set the performance assessment indicators and weights for economic and social development according to local conditions, and highlight the assessment of tackling key tasks, we will strengthen the assessment of deepening supply-side structural reform, ensuring and improving people's livelihood, strengthening and innovating social governance, promoting innovative development, strengthening the building of the rule of law, and promoting social fairness and justice, and increase the assessment weight of binding indicators such as production safety, social stability and new debt.

Article 13 Establish and improve the quantifiable, accountable, and accountable leadership team and leading cadres' work objectives and job responsibilities as an important basis for determining the content of the assessment.

Chapter III Ordinary Assessment

Article 14 The usual assessment is a regular assessment of the daily operation of the leadership team and the consistent performance of the leading cadres, and promptly affirms encouragement and reminders to correct deviations.

Article 15 The assessment in peacetime shall highlight the key points.

Assess the daily operation of the leadership team, focusing on understanding political and ideological construction, implementing democratic centralism, implementing the party's mass line, making scientific decisions, completing key tasks, and opposing the "four winds.

Assessing the consistent performance of leading cadres, focusing on understanding political attitudes, spirit of responsibility, work ideas, work progress, especially the treatment of right and wrong, public and private, true and false, real and virtual performance.

Article 16 The usual assessment is mainly carried out in conjunction with the daily management of the leadership team and leading cadres, and the following methods may be adopted:

(I) attend the democratic life meeting of the leading group, the study of the central group of theoretical study, important work meetings, and participate in important work activities;

(II) have heart-to-heart talks with cadres themselves or insiders, and go to their units to listen to the opinions of cadres and the masses;

(III) carry out research visits, special investigations, on-site observation, etc;

(IV) combined with the party's centralized study and education, discipline inspection commission supervision commission daily supervision, inspection, work supervision, cadre training, etc. to conduct in-depth understanding;

(V) other appropriate methods.

Article 17 The assessment results may be formed according to the actual situation. The assessment results can be determined in the form of assessment reports, comments, grades or appraisals.

Article 18 Establish regular assessment work files and file relevant materials as an important basis for understanding and evaluating the daily operation of the leadership team and the consistent performance of leading cadres.

Chapter IV Annual Assessment

Article 19 The annual assessment is a comprehensive assessment of the leadership team and leading cadres on an annual cycle, and is generally organized at the end of each year or the beginning of the following year.

According to the needs of work, party committees (party groups) at all levels can select some leading groups and leading cadres to conduct key assessments every year.

Article 20 The annual assessment shall generally be conducted in accordance with the following procedures:

(I) summary debriefing. Meetings were held, the leadership team summarized and reported on its work throughout the year, and leading cadres conducted personal debriefing.

(II) democratic assessment. According to the requirements of the assessment content of the leadership team and leading cadres, the evaluation form is designed, and the personnel participating in the democratic evaluation fill in the evaluation opinions. The scope of personnel participating in the assessment shall be determined in accordance with the principles of knowledge, relevance and representativeness, combined with the actual situation.

(III) individual conversations. Individual talks with members of the leadership team, relevant cadres and the masses, and other personnel who need to participate to understand the situation.

(IV) understanding verification. According to the need to take access to data, collection of relevant data and information, field research and other ways to verify the assessment of the relevant situation.

(V) form assessment results. Comprehensive analysis of the leadership team and leading cadres, the formation of assessment results and timely feedback.

In the case of centralized study and education, general inspection and inspection within the party, the annual assessment may be appropriately simplified in combination with the actual situation.

According to the needs of work and the actual situation, the leading groups and leading cadres of public service departments and window units can listen to public opinions within a certain range.

Article 21 The results of the annual assessment of the leadership team are generally divided into four grades: excellent, good, average and poor. The results of the annual assessment of leading cadres are divided into four grades: excellent, competent, basically competent and incompetent.

Excellence refers to outstanding comprehensive performance, outstanding performance of leadership duties or job requirements, successful completion of annual work tasks, and outstanding achievements.

Good and competent refers to good comprehensive performance, earnestly fulfilling leadership responsibilities or job requirements, and completing annual tasks well.

General and basic competence means that the comprehensive performance barely meets the leadership responsibilities or job requirements, or there are obvious deficiencies and major problems in a certain aspect.

Poor and incompetent refers to the comprehensive performance that fails to meet the leadership responsibilities or job requirements, or there are serious problems or major mistakes in a certain aspect.

Party committees (party groups) at all levels shall, in the light of reality, formulate specific assessment standards for assessment and grading.

Article 22 Leading cadres who hold multiple positions are generally assessed in the unit that assumes the main job responsibilities, and understand other concurrent tasks in an appropriate manner.

Newly promoted leading cadres shall be assessed according to their current positions, and attention shall be paid to understanding the work situation of their original positions.

The leading cadres who hold posts in exchange shall be assessed in the current work unit, and the relevant information before the exchange and appointment shall be provided by the original unit.

Leading cadres who are sent or trained on temporary posts shall be assessed by the places or units that have worked for more than half a year in the current year, and the opinions of the sending units or receiving units shall be listened to in an appropriate way.

Leading cadres who have accumulated more than half a year's illness and personal leave this year will participate in the annual assessment and will not be sure of the grade.

The annual assessment of leading cadres suspected of violating discipline and law that have been filed for review and investigation has not yet been closed, and have been punished by party discipline and government affairs or organized to deal with them shall be conducted in accordance with relevant regulations.

Chapter V Special Assessment

Article 23 the special assessment is a targeted assessment of the leading group and leading cadres in completing important special work, undertaking urgent, difficult and dangerous tasks, and responding to and handling major emergencies.

According to the usual situation, the leading groups and leading cadres with outstanding performance or more problems can be assessed.

Article 24 The special assessment shall generally be conducted in accordance with the following procedures:

(I) develop programs. Clarify the appraisal objects, appraisal content indicators, procedure steps and work requirements.

(II) listen to the summary report of the appraisal object.

(III) understanding verification. Adopt methods such as consulting materials, field investigations, public opinion analysis, individual conversations, democratic evaluations, etc., to verify and confirm the relevant situation, and when necessary, you can learn about the situation from discipline inspection and supervision agencies or auditing, letters and visits and other departments.

(IV) form assessment results. Evaluate the leadership team and leading cadres.

Article 25 The results of special assessment may be determined in the form of assessment reports, comments, grades or appraisals.

Chapter VI Term Assessment

Article 26 the term of office assessment is an all-round assessment of the overall performance of the leading bodies and leading cadres under the term of office, which is generally carried out in combination with the inspection of the term of office or the annual assessment of the year when the term of office expires.

The term assessment shall highlight the assessment of the completion of the term target or the term target.

Article 27 The term of office assessment shall generally be conducted in accordance with the procedures of summarizing and reporting on work, democratic evaluation, individual conversation, understanding and verification, performance analysis, and formation of assessment results.

Article 28 The results of term assessment may be determined in the form of assessment reports, comments, grades or appraisals.

Chapter VII Determination of Assessment Results

Article 29 the determination of assessment results shall strengthen comprehensive analysis, research and judgment, adhere to the combination of qualitative and quantitative, comprehensively, historically and dialectically analyze individual contributions and collective roles, subjective efforts and objective conditions, growth rate and quality benefits, outstanding achievements and potential achievements, development achievements and costs, etc., and pay attention to understanding the people's true feelings and evaluation of economic and social development, to prevent the assessment results from being determined simply by the ranking of regional GDP and growth rates or by the scores of democratic assessments and public opinion polls.

Article 30 The usual assessment, annual assessment, special assessment and tenure assessment shall supplement and confirm each other, adhere to the combination of examiners and examinations, pay attention to absorbing and using the results of inspection, audit, performance management, work supervision, business assessment of relevant departments, report and verification of personal related matters, and take dare or dare not to carry things, willingness to do things, and ability to do things as important criteria for identifying cadres and judging their merits, enhance the authenticity and accuracy of the assessment results.

Article 31 The assessment results shall fully and accurately reflect the situation of the assessment objects. If the results are determined in the form of assessment reports, comments, appraisals, etc., the achievements and advantages shall be clearly and specifically affirmed, and the problems and deficiencies shall be pointed out.

Article 32 The results of the annual assessment shall be based on the results of the usual assessment, and the excellent grades of the annual assessment shall be produced among the subjects with good results of the usual assessment.

The proportion of outstanding grades in the annual assessment of leading bodies generally does not exceed 30% of the total number of leading bodies participating in the assessment, and the proportion of outstanding grades in the annual assessment of leading cadres generally does not exceed 25% of the total number of leading cadres participating in the assessment.

If the leadership team is of excellent grade, the proportion of its leading members rated as excellent grade can be appropriately increased to a maximum of 30%. If the leadership team is of general grade, the proportion of its leading members rated as excellent grade shall not exceed 20%, and the main responsible person shall not be generally determined as excellent grade. If the leadership team is of poor grade, the proportion of its leading members rated as excellent grade shall not exceed 15%, the main person in charge shall not be determined as competent or above.

Article 33 In any of the following circumstances, the results of the annual assessment of the leadership team and leading cadres shall not be determined as excellent:

(I) the implementation of the Party Central Committee's decision and deployment is not obvious;

(II) officers do not have enough entrepreneurial spirit, are light and afraid of heavy, worry about gains and losses, dare not face contradictions, are unwilling to touch hard, and do not take responsibility for inaction;

(III) being criticized in a notification by the party committee or government at a higher level and ordered to inspect;

(IV) work performance is not outstanding;

The (V) organization and leadership ability is weak, and the annual work objectives and tasks are not completed well;

(VI) fail to fulfill the responsibility of governing the party and violate the regulations on honesty and self-discipline;

(VII) other reasons should not be determined as excellent grade.

In the grass-roots party building debriefing, evaluation and assessment work carried out by higher-level party organizations, the party committee (party group) secretary's comprehensive evaluation of grass-roots party building work has not reached a good grade, and the annual assessment results shall not be determined as excellent grades.

Article 34 In any of the following circumstances, the results of the annual assessment of the leadership team shall be determined as poor, and the results of the annual assessment of leading cadres shall be determined as incompetent:

Violation of political discipline and political rules in the (I), resulting in political problems;

(II) does not implement democratic centralism, the leadership team is not operating well and cannot perform its functions normally, leading cadres have unprincipled disputes and have a poor influence;

(III) poor sense of responsibility, low level of ability, unable to perform or incompetent requirements of post duties, and major problems in performing their duties according to law;

(IV) expressing more opinions, taking less actions and implementing them poorly, carrying out duties in a perfunctory manner, laziness and procrastination, poor work style and image, and large opinions from the masses, resulting in adverse effects;

(V) who do not stick to their work posts or leave their posts without permission;

(VI) other reasons should be determined as poor or incompetent grade.

Article 35 if the leading bodies and leading cadres make mistakes in the process of performing their duties, reform and innovation, and give fault tolerance after comprehensive analysis, they shall make an objective evaluation and reasonably determine the assessment results.

Article 36 If the appraisal object has any objection to the appraisal results, it may submit a review or appeal in accordance with the relevant provisions.

Chapter VIII Application of Assessment Results

Article 37 adhere to the combination of examination and application, combine the assessment results with selection and appointment, training and education, management supervision, incentive and restraint, accountability, etc., encourage the advanced, spur the backward, promote the ability to go up and down, promote the responsibility, and strictly control the mediocrity and laziness.

Article 38 the assessment results shall be carried out by means of individual talks, work bulletins, meeting comments, etc., to give practical and realistic feedback to the leading bodies and leading cadres, affirm achievements, point out deficiencies, supervise rectification and reform, transmit pressure and stimulate motivation.

Article 39 According to the assessment results, the construction of the leading group shall be strengthened in a targeted manner:

If the (I) leadership team has made important contributions, it shall be awarded meritorious service, conferred titles and material rewards in accordance with relevant regulations;

If the (II) leadership team has outstanding performance or the annual assessment result is excellent, it shall be awarded in accordance with relevant regulations;

If the (III) leadership team is not operating well, the cohesion and combat effectiveness are not strong, the cadres and the masses have strong opinions, adjustments should be made;

If the results of the annual assessment of the (IV) leadership team are of general order, they shall be instructed to write a written report to the higher party organization, analyze the reasons, and carry out rectification;

If the results of the annual assessment of the (V) leadership team are poor or average for two consecutive years, the main responsible person and relevant responsible persons shall be adjusted.

Article 40 According to the assessment results, encourage and restrain leading cadres:

(I) leading cadres who have made significant contributions may be credited, awarded titles, and given material rewards in accordance with relevant regulations; those who have outstanding performance or annual assessment results are excellent grades shall be rewarded in accordance with relevant regulations; those who have been excellent grades for three consecutive years shall be recorded The third-class merit is given priority under the same conditions.

(II) leading cadres whose annual assessment results are competent or above shall enjoy annual assessment bonus, promotion salary level and grade salary level in accordance with relevant regulations.

If the results of the annual assessment of (III) leading cadres are basically competent, they should be admonished and improved within a time limit.

If the results of the annual assessment of (IV) leading cadres are incompetent, they shall be reduced to one post or rank level in accordance with the prescribed procedures.

If the (V) does not participate in the annual assessment, participates in the annual assessment of uncertain grades or the annual assessment results are below the basic competency, the year is not calculated as the number of years of service for promotion to the post level, and is not calculated as the number of years of assessment for promotion to the salary level and grade salary grade.

(VI) leading cadres who are not suitable for their current posts should be adjusted according to relevant regulations.

Article 41 Strengthen the education and training of cadres based on the results of the assessment, and in accordance with the principle of "what is missing to make up for what", conduct academic adjustment and training of leading cadres, arrange practical exercises, and make up for the shortcomings of ability and quality. Strengthen the targeted training of outstanding young cadres with potential.

Article 42: If problems are found in the leadership team and leading cadres during the assessment, different situations shall be distinguished, and the conversation shall be reminded until the organization is dealt with; clues to violations of discipline and law shall be transferred to the discipline inspection and supervision and judicial organs for handling.

Article 43 The concluding materials formed by the assessment of leading cadres shall be stored in the cadre personnel files.

Chapter IX Organization and Implementation

Article 44 The party committee (party group) and its organization (personnel) department shall perform the duties of assessing the leadership team and leading cadres in accordance with the cadre management authority.

The party committee (party group) assumes the main responsibility for the assessment work, the secretary of the party committee (party group) is the first responsible person, and the organization (personnel) department assumes specific work responsibilities.

Article 45 the examiners shall have high ideological and political quality, policy level and professional knowledge competent for the assessment work, be fair and upright, and have a strong sense of organizational discipline and confidentiality. The assessment personnel shall be subject to official avoidance in accordance with the provisions.

According to the needs of the work, the Party committee (Party group) can form and send out the assessment team. The leader of the assessment team is determined and authorized according to each assessment task, and should have strong organizational and leadership skills, adhere to principles, and dare to take responsibility.

Article 46 The responsibility system for assessment work shall be implemented.

The assessors should conscientiously perform their duties, carry out the assessment in accordance with the prescribed procedures and requirements, comprehensively, objectively and accurately understand and reflect the situation, and treat and evaluate the leading bodies and leading cadres fairly, fairly and impartially.

The appraisal personnel shall sign the appraisal materials and be responsible for the objectivity and authenticity of the appraisal materials.

Article 47 The organization and implementation of the assessment work shall be serious, prudent and prudent, and attention shall be paid to coordination and promotion with daily work. According to different assessment objects and assessment tasks, improve and innovate assessment methods, fully promote democracy, listen to opinions and understand the situation among the grassroots cadres and the masses, and insist on seeing and seeing specific things on the spot, multi-channel and multi-level, Multi-faceted understanding and verification of the actual performance of the leadership team and leading cadres.

Article 48 The organization (personnel) department shall strengthen the informatization construction of the assessment work, make full use of Internet technology and informatization means to carry out the assessment, and improve the quality and efficiency of the work.

Article 49 Party committees (Party groups) at all levels shall strengthen the unified leadership, overall coordination, supervision and guidance of the cadre assessment work of their own departments and units and other business assessment work, integrate the assessment forces, merge the assessment items and types, strictly control the "one vote veto" items, and prevent multiple assessment and repeated assessment.

Chapter 10 Discipline and Supervision

Article 50 The following disciplines must be strictly observed in the assessment work:

No formality or formality is allowed in (I);

(II) shall not conceal or distort facts;

(III) are not allowed to practice fraud;

(IV) are not allowed to engage in non-organizational activities;

(V) are not allowed to disclose the contents of the conversation, evaluation results and other assessment work secrets;

(VI) are not allowed to evaluate cadres, decide or change assessment results based on their personal likes and dislikes;

(VII) are not allowed to seek personal gain by taking advantage of the assessment;

(VIII) shall not interfere with or hinder the assessment work;

(IX) are not allowed to retaliate against cadres and personnel who report problems.

Article 51 the leading bodies and leading cadres shall correctly treat and accept the organizational assessment, truthfully report their work and thoughts, and objectively reflect the situation.

For those who do not participate in the assessment work in accordance with the requirements or do not seriously cooperate with the assessment work, and still do not correct after education, the annual assessment results of the leadership team are directly determined as poor grades, and the annual assessment results of leading cadres are directly determined as incompetent grades.

Article 52: For those who fail to organize and carry out assessments in accordance with regulations, the assessment work is distorted and inaccurate, causing serious consequences, serious unhealthy practices in the assessment work of the local department and unit, strong reactions from the cadres and the masses, and ineffective investigation and punishment of violations of the assessment work discipline, The main person in charge of the party committee (party group) and its organization (personnel) department, relevant leading members, and directly responsible persons shall be held accountable.

Article 53 for those who violate these regulations, according to the seriousness of the circumstances, they shall be criticized and educated, ordered to inspect, informed criticism, admonished, organizational adjustment or organizational handling in accordance with the rules and regulations, and those suspected of violating discipline or duty violations or duty crimes shall be dealt with in accordance with the relevant disciplines and laws and regulations.

Article 54 The party committee (party group), discipline inspection and supervision organs, and organization (personnel) departments shall strengthen the supervision and inspection of the assessment work, consciously accept the supervision of the masses and public opinion, earnestly accept relevant reports, reviews, and appeals, and seriously investigate and deal with violations of the assessment work discipline Behavior.

Chapter XI Supplementary Provisions

Article 55 The provisions of these Regulations on working departments shall also apply to the offices, dispatched agencies, ad hoc agencies and other directly affiliated agencies of the party committee and the government.

Article 56 The Organization Department of the Central Committee of the Communist Party of China shall be responsible for the interpretation of these Regulations.

Article 57 These Regulations shall come into force on April 7, 2019. The Interim Provisions on the Assessment of Party and Government Leading Cadres issued by the Organization Department of the CPC Central Committee on May 26, 1998 and the Measures for the Annual Assessment of Party and Government Leading Groups and Leading Cadres (for Trial Implementation) issued by the Organization Department of the CPC Central Committee on July 16, 2009 shall be abolished at the same time. The previously issued regulations on the assessment of leading groups and leading cadres shall be implemented in accordance with these regulations if they are inconsistent with these regulations.
