Chapter I General Provisions
Article 1 in order to uphold and strengthen the overall leadership of the party, carry forward the glorious tradition of "building branches on the company", implement the requirements of the party to manage the party and administer the party strictly in an all-round way, comprehensively enhance the organizational strength of the party branch, and strengthen the political function of the party branch, these regulations are formulated in accordance with the Constitution of the Communist Party of China and relevant inner-party laws and regulations.
Article 2 the party branch is the basic organization of the party, the basic unit for the party organization to carry out its work, the fighting fortress of the party in the social grass-roots organizations, and the foundation of all the work and combat effectiveness of the party. It is responsible for directly educating, managing, supervising Party members and organizing, publicizing, uniting and serving the masses.
Article 3 The work of a Party branch must follow the following principles:
(I) adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", the scientific development concept, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, abide by the party constitution, strengthen ideological and theoretical arms, and strengthen ideals and beliefs. The original aspiration, keeping in mind the mission, always maintain the advanced nature and purity.
(II) insist on putting the party's political construction in the first place, firmly establish the "four consciousnesses", strengthen the "four self-confidence", achieve the "four obedience", speak politics with a clear-cut stand, and resolutely safeguard the core of the Party Central Committee of General Secretary Xi Jinping and the whole party. The core position of the Party Central Committee resolutely safeguards the authority of the Party Central Committee and centralized and unified leadership.
(III) persist in practicing the party's purpose and mass line, organize and lead party members and the masses to listen to and follow the party, and become the backbone of party members and the masses.
We (IV) adhere to democratic centralism, carry forward inner-party democracy, respect the dominant position of party members, strictly enforce party discipline, improve our ability to solve our own problems, and enhance our vitality.
(V) persist in centering around the center and serving the overall situation, give full play to our enthusiasm, initiative and creativity, and ensure the implementation of the party's line, principles, policies, and decision-making arrangements.
Chapter II Organizational Settings
Article 4 The establishment of party branches is generally based on units and regions, with separate formation as the main method. Enterprises, rural areas, government agencies, schools, scientific research institutes, communities, social organizations, companies (middle) of the People's Liberation Army and Armed Police Forces, and other grassroots units that have more than three full party members should establish party branches.
The number of Party members in the Party branch is generally not more than 50.
Article 5 Innovate the setting form of Party branches in combination with the actual situation, so as to fully cover the party's organization and work.
Large-scale, cross-regional farmers' professional cooperative organizations, professional markets, commercial blocks, commercial buildings, etc., shall establish party branches if they meet the conditions.
Units with fewer than three formal party members shall establish a joint party branch in accordance with the principles of geographical proximity, similar industries, appropriate scale, and easy management. The joint party branch generally covers no more than 5 units.
For projects and work projects lasting for more than 6 months, if they meet the requirements, a party branch shall be established.
There are many mobile party members, and the place of work or residence is relatively fixed and concentrated. The party organization in the place of outflow should be organized by the party organization in the place of inflow, and the party branch of mobile party members should be established relying on the park, chamber of commerce, industry associations, and offices in other places.
Article 6 the establishment of a party branch shall generally be applied by a grass-roots unit, and the grass-roots party committee of the township (street) or unit where it is located shall hold a meeting to study, decide and reply, and the time for reply shall not exceed one month.
After the approval of the grassroots party committee, the grassroots unit convenes a party member meeting to elect a party branch committee or a party branch secretary and deputy secretary without a committee. The approval and election results shall be reported by the grass-roots party committee to the organization department of the higher party committee for the record.
according to the needs of work, party committees at higher levels may directly make decisions on establishing party branches in grass-roots units.
Article 7 For party branches that no longer meet the requirements for establishment due to changes in the number of party members or their units, regions, etc., the higher-level party organization shall promptly adjust or cancel them.
The adjustment and cancellation of a party branch is generally approved by the party branch's report to the township (street) or unit's grassroots party committee, or it can be directly decided by the township (street) or unit's grassroots party committee, and reported to the higher-level party committee organization department for the record.
Article 8 If an organization is temporarily established to perform a certain task, if the organizational relationship of party members is not transferred, a temporary party branch may be established with the approval of the party organization at a higher level.
The temporary party branch mainly organizes party members to carry out political studies, educate, manage, and supervise party members, educate and train party activists, etc., generally do not recruit party members, punish party members, do not collect party dues, do not elect representatives to the party congress, and conduct re-election.
temporary party branch secretaries, deputy secretaries, and members shall be designated by the party organization that approved its establishment.
After the temporarily formed body is revoked, the temporary party branch is naturally revoked.
Chapter III Basic Tasks
Article 9 The basic tasks of the Party branch are:
(I) publicize and implement the party's theory, line, principles and policies, and publicize and implement the resolutions of the party Central Committee, higher party organizations and their own party branches. Discuss and decide or participate in deciding important matters of the region, department and unit, give full play to the vanguard and exemplary role of party members, unite and organize the masses, and strive to complete the tasks undertaken by the region, department and unit.
(II) organize party members to earnestly study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thinking of the "Three Represents", the scientific development concept, and Xi Jinping's new era of socialism with Chinese characteristics, and promote the normalization and institutionalization of "two studies and one doing" learning and education. Learn the party's line, policies and resolutions, learn the party's basic knowledge, and learn science, culture, law and business knowledge. and do a good job in ideological and political work and ideological work.
(III) educate, manage, supervise, and serve party members, highlight political education, improve the quality of party members, strengthen their ideals and beliefs, strengthen party spirit, strictly enforce the party's organizational life, carry out criticism and self-criticism, maintain and enforce party discipline, and supervise party members to earnestly perform Obligations to protect the rights of party members from infringement. Strengthen and improve the management of mobile party members. Care and help Party members and old Party members in difficulties. and do a good job in the collection, use, and management of party membership dues. Dispose of unqualified party members in accordance with regulations.
(IV) keep close contact with the masses, publicize the party's policies to the masses, often understand the masses' criticisms and opinions on Party members and the party's work, understand the demands of the masses, safeguard the legitimate rights and interests of the masses, do a good job in the ideological and political work of the masses, and gather the wisdom and strength of the masses. Lead the trade unions, Communist Youth League, women's organizations and other mass organizations in the region, departments and units, and support them to carry out their work independently and responsibly in accordance with their respective statutes.

(VII) seek truth from facts, put forward opinions and suggestions on party building and party work, and report important situations to higher party organizations in a timely manner. Educate Party members and the masses to consciously resist unhealthy tendencies and resolutely fight against all kinds of violations of discipline and law.
(VIII), in accordance with regulations, inform party members and the masses of the party's work and make public relevant party affairs.
Article 10 Party branches in different fields shall, in the light of reality, undertake their own different key tasks:
(I) the village Party branch, comprehensively lead all kinds of organizations and work under the village, carry out work around the implementation of the Rural Revitalization Strategy, organize and lead the farmers to develop the collective economy, take the road of common prosperity, lead the village level governance, and build a harmonious and beautiful countryside. Party branches in poor villages should mobilize and lead the masses to win the battle against poverty.
(II) the community party branch, comprehensively lead all kinds of organizations and work subordinate to the community, carry out work around consolidating the party's ruling foundation in the city, improving the well-being of the masses, leading grass-roots social governance, organizing and integrating resources in the jurisdiction, serving the community, maintaining harmony and stability, and building a beautiful home.
(III) party branches in state-owned enterprises and collective enterprises, ensure and supervise the implementation of the party and state policies, carry out work around the production and operation of enterprises, participate in decision-making on major issues of enterprises in accordance with regulations, serve reform and development, unite the masses of workers, build corporate culture, and create first-class performance.
(IV) the party branch in colleges and universities, ensure the supervision of the implementation of the party's educational policy, consolidate the guiding position of Marxism in the ideological field of colleges and universities, strengthen ideological and political guidance, build a solid foundation for students' ideals and beliefs, implement the fundamental task of establishing morality and cultivating people, and ensure the completion of various tasks in teaching and scientific research management.
(V) party branches in non-public economic organizations, guide and supervise enterprises to strictly abide by state laws and regulations, unite and unite the masses of workers, safeguard the legitimate rights and interests of all parties in accordance with the law, build an advanced enterprise culture, and promote the healthy development of enterprises.
(VI) party branches in social organizations, guide and supervise social organizations to practice in accordance with the law and in good faith, educate and guide the masses of workers to enhance their political identity, guide and support social organizations to participate in social governance, provide public services, and assume social responsibilities in an orderly manner.
(VII) the party branch in public institutions, ensure the correct direction of supervision, reform and development, participate in important decision-making, serve the growth of talents, and promote career development. Party branches that play a leading role in public institutions discuss and make decisions on major issues.
(VIII) party branches in party and state organs at all levels, carry out work around service centers and building teams, give full play to the role of educating, managing, and supervising party members, and assist the administrative heads of their departments to complete their tasks and improve their work.
(IX) the party branch of mobile party members, organize mobile party members to carry out political studies, lead a good organizational life, conduct democratic evaluations, guide party members to fulfill their obligations as party members, exercise their rights, and give full play to their roles. For the democratic evaluation of mobile party members whose organizational relationship is not in the party branch, the party branch where the organizational relationship is located shall be notified.
(X) the Party branch of retired cadres and workers, publicize and implement the party's line, principles and policies, organize and participate in learning according to the actual situation of Party members, carry out the party's organizational life, listen to opinions and suggestions, and guide them to play a role in combination with their own reality.
Chapter IV Working Mechanism
Article 11 the general meeting of Party members of the Party branch is the deliberative and decision-making body of the Party branch, which is attended by all Party members and is generally held once a quarter.
The functions and powers of the party branch party member meeting are: to listen to and review the work report of the party branch committee; to carry out the party branch election work in accordance with the regulations, to recommend candidates to attend the higher party congress, and to elect representatives to attend the higher party congress; to discuss and vote to accept the probationary party members and probationary party members to become regular members, extend the probationary period or cancel the probationary party members' qualifications; discuss and decide on commendation, praise, organization and disciplinary action; decide on other important matters.
Important matters in villages and communities, as well as matters closely related to the interests of the masses, must be discussed at party branch meetings.
Party branch members before the issue submitted to the vote, should be fully discussed. Voting can only be conducted if more than half of the party members with voting rights are present at the meeting, and half of the party members who are in favor of more than half of the party members with voting rights at the meeting shall be adopted.
Article 12 The Party branch committee is the leading body for the daily work of the Party branch.
Party branch committee meetings are generally held once a month, and can be held at any time as needed to discuss and make decisions on important work of the party branch. Party branch committee meetings can only be held if more than half of the members are present. Before important matters are submitted to the general assembly of Party members for decision, they shall generally be discussed at the meeting of the Party branch committee.
Article 13 Party branches with a large number of party members or scattered places of work and residence shall, in accordance with the principle of facilitating the organization and development of activities, be divided into several party groups and set up party group leaders. The leader of a party group is designated by the party branch, or it can be recommended by the party members of the party group.
The party group mainly implements the work requirements of the party branch and completes the tasks arranged by the party branch.
Party group meetings are generally held once a month to organize party members to participate in political study, heart-to-heart talks, criticism and self-criticism.
Article 14 The Party branch party member meeting and the Party branch committee meeting shall be convened and presided over by the Party branch secretary. If the secretary is unable to attend the meeting, he may entrust the deputy secretary or a member to convene and preside over the meeting. The party group meeting is convened and presided over by the party group leader.
Chapter 5 Organizational Life
Article 15 the Party branch shall strictly implement the party's organizational life system, carry out criticism and self-criticism regularly, seriously and seriously, so as to enhance the political, contemporary, principled and combative nature of the party's political life.
Party members and leading cadres should take the lead in participating in the organizational life of their party branches or party groups.
Article 16 Party branches shall organize party members to attend party meetings, party group meetings and party classes on schedule, and hold regular meetings of party branch committees.
The "three meetings and one lesson" should highlight political study and education, highlight the exercise of party spirit, take "two learning and one doing" as the main content, combine party members' thinking and work reality, determine themes and specific methods, and achieve diverse forms and solemn atmosphere.
Party classes should be based on the thinking and work of party members, respond to issues of general concern, pay attention to people around them, and enhance their attractiveness. Party members and leading cadres should regularly give party lessons to grassroots party members, and the secretary of the party committee (party group) should give party lessons at least once a year.
The party branch carries out the theme party day on a relatively fixed day every month, and organizes party members to concentrate on study, lead an organizational life, conduct democratic discussions and volunteer services. Before the theme party day is carried out, the party branch should carefully study and determine the theme and content; after the development, it should do a good job in the organization and implementation of the agreed items.
For party members who may not transfer organizational relations with the consent of the party organization, the party organization of the unit to which they belong may incorporate them into a party branch or party group to participate in organizational life.
Article 17 the Party branch shall hold an organizational life meeting at least once a year, which is generally arranged in the fourth quarter, and can also be held at any time according to the needs of the work. Organizational life meetings are generally held in the form of party branch party member meetings, party branch committee meetings or party group meetings.
The organization of the life meeting should determine the theme, study carefully before the meeting, have a heart-to-heart talk and listen to opinions; At the meeting, problems will be investigated, criticism and self-criticism will be carried out, and the rectification direction will be clearly defined. After the meeting, rectification measures will be formulated and implemented one by one.
Article 18 Party branches generally carry out democratic appraisal of Party members once a year, and organize Party members to analyze Party spirit according to the standards of qualified Party members, the oath of joining the Party, and the actual situation of individuals.
The Party branch holds a general meeting of Party members and organizes Party members to conduct evaluation in accordance with the procedures of individual self-evaluation, mutual evaluation of Party members and democratic evaluation. For party branches with a large number of party members, individual self-evaluation and mutual evaluation of party members can be conducted within the scope of party groups. The party branch committee meeting or the party member meeting shall put forward evaluation opinions according to the appraisal situation and the daily performance of party members.
Democratic appraisal of Party members can be carried out together with the organization of life meetings.
Article 19 The Party branch shall conduct frequent heart-to-heart talks. Party branch members, between Party branch members and Party members, and between Party members and Party members, heart to heart talks are generally not less than once a year. Heart-to-heart talks should be frank with each other, exchange ideas, exchange views and help improve.
Party branches should focus on analyzing the ideological and psychological conditions of party members. For party members who have major changes in their families, major difficulties, and outstanding physical and mental health problems, the party branch secretary should help to do a good job in psychological counseling; for party members who have been punished and have adverse reactions, the party branch secretary should do a good job in ideological and political work.
Chapter VI Construction of Party Branch Committees
Article 20 A Party branch with more than 7 official members shall establish a Party branch committee. The Party branch committee is composed of 3 to 5 people, generally no more than 7 people.
Party branch committees shall have secretaries and organization members, publicity members, discipline inspection members, etc., and may have a deputy secretary when necessary.
A party branch with less than 7 formal party members shall have a secretary and, if necessary, a deputy secretary.
Article 21 The term of office of the village and community party branch committees is 5 years, and the term of office of the party branch committees of other grassroots units is generally 3 years.
Party branch committees are elected by the party branch party member assembly, party branch secretaries and deputy secretaries are generally elected by the party branch committee meeting, and party branch secretaries and deputy secretaries without committees are elected by the party branch party member assembly. The elected party branch members shall be reported to the higher-level party organization for the record; the party branch secretary and deputy secretary shall be reported to the higher-level party organization for approval. If a vacancy occurs in the secretary, deputy secretary or member of a party branch, a by-election shall be held in a timely manner. When necessary, the party organization at a higher level may appoint the secretary or deputy secretary of the party branch.
Establish and improve the party branch on schedule to remind the supervision mechanism. According to the subordinate relationship of the party organization and the authority of cadre management, the party organization at a higher level generally sends a letter or telephone notice to the party branch whose term of office expires six months in advance to remind it to prepare for the change of office. If it is necessary to postpone or change the term in advance, it shall be carefully examined and strictly checked, and the extension or advance period shall generally not exceed one year.
Article 22 the Secretary of the Party branch shall preside over the overall work of the Party branch, urge other members of the Party branch to perform their duties and play their roles, do a good job in the self-construction of the Party branch committee, and report their work to the Party branch committee, the general assembly of Party members and the Party organization at a higher level.
The deputy secretary of the party branch shall assist the secretary of the party branch in carrying out his work. Other members of the Party branch shall carry out their work in accordance with the division of responsibilities.
Article 23 the Secretary of the Party branch shall have good political quality, love the party's work, have a certain level of policy theory, organization and coordination ability and mass work ability, dare to take responsibility, be willing to contribute, take the lead in playing a vanguard and exemplary role, have high prestige among Party members and the masses, and generally should have more than one year's party experience.
Article 24 Party organizations at higher levels shall, in the light of the actual conditions in different fields, highlight political standards, and adopt various methods in accordance with organizational procedures to select qualified outstanding party members as party branch secretaries.
Villages and communities should pay attention to selecting party branch secretaries from groups such as wealthy and capable villagers, demobilized veterans, business workers, rural teachers, rural doctors, social workers, college student village officials, retired cadres and employees. If there is no suitable candidate, the higher-level party organization may select party branch secretaries across regions or from agencies, enterprises and institutions. According to work needs, higher-level party organizations can select outstanding cadres to serve as the first secretary of the party branch in the village and community to guide and help the party branch secretary to carry out his work, mainly to build a strong party branch, promote central work, serve the people, and improve the level of governance Responsibilities and tasks. Eligible village and community party branch secretaries may serve as directors of villagers' committees and residents' committees through legal procedures.
The secretary of the party branch of government organs, state-owned enterprises and institutions shall generally be the main person in charge of the department and unit, or other persons in charge of the department and unit. According to the needs of work, higher-level party organizations can select party members and cadres to serve as full-time party branch secretaries.
Non-public economic organizations and social organizations generally select party branch secretaries from the management, and should pay attention to selecting party branch secretaries from the backbone of the business. If there is no suitable candidate, the party branch secretary may be selected by the party organization at a higher level.
Strengthen the construction of the reserve team of party branch secretaries, pay attention to the training of outstanding party members as reserve talents for party branch secretaries, and establish a reserve talent pool for party branch secretaries in villages, communities and other fields.
Article 25 Party organizations at higher levels shall regularly train party branch secretaries, deputy secretaries and other members.
The training of Party branch secretaries shall be incorporated into the education and training plan for Party members and cadres, and the new Party branch secretaries shall be trained for their posts. The Organization Department of the Central Committee organizes demonstration training for party branch secretaries, and localities, industries, and systems generally carry out hierarchical and classified rotation training for all party branch secretaries according to the affiliation of party organizations. Party branch secretaries shall participate in centralized rotation training organized by Party organizations at or above the county level at least once a year. Pay attention to overall arrangements to prevent frequent participation in training and ensure that party branch secretaries do their daily work well.
The training of party branch secretaries, deputy secretaries and other committee members should highlight the party's basic theories, basic policies, basic knowledge and basic requirements for party affairs, the party's fine traditions and style, and party rules and discipline. Emphasis is placed on giving full play to the role of excellent party branch secretaries in passing on and leading the way.
Article 26 Pay attention to the selection of township and street leading cadres from outstanding village and community party branch secretaries, and recruit civil servants and recruit personnel from public institutions.
Cultivate and establish advanced models of party branch secretaries, and commend and praise outstanding party branch secretaries.
Article 27 members of Party branch committees shall consciously accept the supervision of Party organizations at higher levels, Party members and the masses, and strengthen mutual supervision.
The party branch secretary shall report to the higher-level party organization and the party branch party member meeting every year, accept the evaluation and assessment, and the assessment results shall be used as an important basis for the evaluation, selection and use.
Article 28 A working mechanism for the continuous rectification of weak and lax party branches shall be established. For those who are not suitable for the positions of party branch secretary, deputy secretary and member, the higher-level party organization shall make adjustments in a timely manner. Party organizations at higher levels should deal with such problems as canvassing and bribery in general elections, clan religion, and interference and infiltration by criminal and evil forces in a timely and serious manner.
Chapter VII Leadership and Guarantee
Article 29 Party committees (party groups) at all levels shall regard the construction of party branches as the most important basic construction, regularly study and discuss, strengthen leadership guidance, and earnestly perform their main responsibilities. The county-level party committee studies the construction of party branches at least once a year.
Party committee (party group) secretaries at all levels should take the lead in establishing contact points for the work of party branches, take the lead in in-depth investigation and research at the grassroots level, discover and solve problems, and summarize and promote experience.
Article 30 The organization department of the party committee shall regularly analyze and judge the construction of party branches, strengthen classified guidance and supervision and inspection, expand the increment of advanced party branches, improve the level of intermediate party branches, and rectify backward party branches. Strengthen the standardization and standardization of party branches. Grass-roots party committees should generally be equipped with full-time and part-time organizers to strengthen specific guidance on the construction of party branches.
The organizational departments of party committees at all levels should pay attention to understanding and mastering the daily performance of party members and cadres through party branches, and cadre inspections should listen to the opinions of the party branches where the inspection objects are located.
Village and community party branch secretaries are included in the filing management of the organization department of the county party committee.
Article 31 The work of village and community party branches shall be included in the inspection and supervision of county-level party committees.
Article 32 the construction of Party branches shall be included in the important contents of the work report, evaluation and assessment of Party committee secretaries at all levels, as an important basis for judging their performance of the political responsibility of managing the party and governing the party. For those who fail to build party branches and fail to implement various tasks, the higher-level party committees and their organizational departments should conduct interviews. If there are serious problems in the construction of party branches, and party members and the masses have strong reactions, they should be held accountable in accordance with regulations.
Article 33 Party organizations at all levels shall provide the necessary conditions for the Party branch to carry out its work and provide financial security. Strengthen the ability to guarantee the operating funds of village and community party branches, implement the remuneration of village and community party branch secretaries, and establish a normal growth mechanism according to the level of local economic development. Provide financial support for the work of party branches of non-public economic organizations and social organizations. We will strengthen the construction of venues for grass-roots party organizations in villages, communities and parks, actively use modern technology and information means, and give full play to the comprehensive functions of office discussion, party activities, and providing convenient services.
Party fees managed by party committees at or above the county level should be allocated to party branches in accordance with a certain proportion every year, focusing on supporting party branches in poor villages, party branches of state-owned enterprises in difficulties, party branches of non-public economic organizations and social organizations, party branches of mobile party members, and retired cadres and workers Party branches, etc. carry out party activities.
Chapter VIII Supplementary Provisions
Article 34 The grassroots committees and general branch committees of the party in villages and communities shall be implemented in accordance with these regulations.
Article 35 The Central Military Commission may formulate relevant regulations in accordance with these Regulations.
Article 36 The Central Organization Department shall be responsible for the interpretation of these Regulations.
Article 37 These Regulations shall come into force on October 28, 2018. Where other provisions concerning Party branches are inconsistent with these Regulations, these Regulations shall prevail.
